SIRA CORRESPONDS WITH AND URGES THE INTERNATIONAL COMMUNITY
BANDA ACEH, June 22, 2001 (SIRA) -- Since the implementation of
the Presidential Decree (INPRES) No. IV/2001 known as the Security
Operation and Law Enforcement (OKPH) on April 11, 2001, the political,
security and humanitarian conditions in Aceh has exacerbated to
reach a highly critical zenith. Significantly, the implementation
of the OKPH merely indicates the most serious emergent situations
and military aggressions even though the Jakartan elites have justified
the OKPH as a security operation and law upholding.

THE REALITY IS THAT the OKPH organized by TNI/Polri does not only
indicate the elimination of the struggle of the Acehnese people
but also destroys the Acehnese people and other different aspects
fascistically and racially motivated, such as political, economic,
humanity, social and cultural fields. This seems to be the real
agendas of the operations. In addition, to reoccupy all the districts
under the control of the GAM government, the TNI/POLRI also using
the approaches that had been applied in East Timor. These approaches
are that the TNI/POLRI is recruiting the transmigration dwellers,
jobless people and hoodlums from outside Aceh to be its militias
and informants. It has been observed and silently reported that
the violent attacks on civilians and the public facilities have
been destroyed by militias by using the GAM symbols.
Moreover, to restrict the spread of the information and monitor
of the crimes against humanity, war crimes and human rights violations,
the TNI/POLRI has been fiercely blocking, terrorizing and intimidating
all institutions working on humanitarian, human rights fields, journalists
as well as activists so that they will not investigate and expose
the TNI/POLRI's crimes through the mass media. Hence, institutions
working on humanitarian fields and human rights cases have to silently
make their investigation and write their reports. In addition, the
brutality of the TNI/POLRI brings about the international organizations
to move away from Aceh. One of the organizations which has moved
away is the UNDP. In reality, the existence of the international
organizations is extremely crucial in Aceh. Therefore, SIRA as an
independent organization fighting for peaceful referendum for self
determination sends a letter and the special recommendations highlighting
the situation of Aceh and the essential aids need to be provided
or donated for the Acehnese suffering from the effects of political,
economic, social and cultural crises.
It is of utmost importance that SIRA urge all institutions, especially
the international community to provide aids for Aceh to speed up
the referendum efforts asked for by Acehnese people.

The above matters which are humanitarian and peaceful in essence
has been a part of the universal declaration of human rights and
international regulations that need to be upheld for the betterment
of civil society, humanity, peace and global as well as social justice.
Should be arrested and put on a wanted list
Like the TNI/POLRI approach that had been previously used in East
Timor, the TNI/POLRI seems to be unable to deal with the aspiration
and the peaceful struggle of the Acehnese. Hence, the approach to
re-occupy and to use naked aggression against Aceh is fascistically
and racially motivated by committing serious crimes, such as genocide,
crimes against humanity, war crimes and human rights violations.
This violent approach exploits and forces civilians such as transmigration
dwellers, children and hoodlums to support the TNI/POLRI actions
taken to totally destroy Aceh. In fact, there have been a lot of
the non-Acehnese dwellers, especially the Javanese transmigrants
who have perceived themselves as the original Acehnese and been
well adaptive to the Acehnese community. However, the TNI/POLRI
has inhumanly tried to reduce and destroy the human solidarity that
has been established among them for years in order to support the
TNI/POLRI militaristic system which is extremely aggressively, fascistically
and racially motivated.
Therefore, through the letter of recommendation, SIRA appears to
the international community or institutions working on human rights,
humanity, security, justice, peace to investigate and arrest (either
civilians or non-civilians) the war criminals, human rights violators
and criminals committing crimes against humanity and put their names
in a wanted list. All of the above criminals and violators should
be taken to the international court in order to uphold and guarantee
human rights fight, humanity and democracy, peace and social justice,
prevention, resolution and decolonization processes to take place.
